Declan Ganley could demonstrate his commitment to openness & transparency by releasing the office accounts of Rivada for independent audit to establish whether the US company through its Irish subsidiary was improperly funding Libertas by way of staff, office and other overhead support.

Declan Ganley , is a European entrepreneur and Chairman and CEO of Rivada Networks designing and deploying broadband public safety communications networks for government customers. Declan has founded wireless broadband and cable TV businesses in Western, Central and Eastern Europe, including Broadnet (sold to Comcast), building and operating broadband wireless networks in ten EU countries and Cabeltel, with an extensive cable multimedia network in Eastern Europe. From 1991 he built what became the largest private forestry company in the Former Soviet Union, which he sold in 1997.

Declan is Chairman of the Forum on Public Safety in Europe & North America, where senior leaders confer to provide policy and implementation recommendations to governments, legislators, public safety and defence entities in Europe and North America. He is an advisor on "technology and terrorism" to the Club De Madrid group of international heads of government and has served as a member of Futures Group of the Irish Government's Information Society Commission. During Ireland's Presidency of the EU in May 2004, Declan chaired the Forum to Debate the European Constitution which brought together academics from 16 European universities with legislators and policy-makers.

He was awarded the JCI Entrepreneur of the year title in 2001 & 2005. Michael P. Jackson served as Deputy Secretary of the Department of Homeland Security from 2005 until 2007. In this role, Mr. Jackson served as Department of Homeland Securitys' chief operating officer, with responsibility for managing the day-to-day operations.

Lord Guthrie was Chief of the Defence Staff in the United Kingdom between 1997 and 2001 and Chief of the General Staff of the British Army between 1994 and 1997. He is a member of the House of Lords. He was created a life peer after retiring as Chief of the Defence Staff.

Declan Ganley moved his main business concern to the West Indies in 2005 and refuses to answer any question regarding using tax shelters

The Irish Times Public Affairs correspondent Colm Keena has another report on Declan Ganley and his strange business affairs. Ganleys face is plastered on billboards across Dublin this week in a completely disingenuous ad campaign which states that Ganley has a proven record of job creation juxtaposed with Irish Taoiseach (Prime Minister) Brian Cowen. It would appear that Ganley expects people to believe that he has created and/or could create jobs in Ireland. He admitted to BBC Hardtalk that he only employs "a team" in Ireland. This blogger surmises that that "team" includes his Libertas employees like John McGuirk and David Cochrane of Politics.ie.

Ganley has since 2005 availed of a tax haven in the West Indies for his Rivada Networks. This would seem to have preceded the multi million dollar US Defence contracts that Rivada Pacific received on a no competition basis. By moving his concern off shore he has ensured that the Irish people do not share in his "windfalls". Ireland has one of the lowest corporate tax rates in the EU which Mr. Ganley could have availed of but rather than pay 10% corporate tax to the Irish state he claims to love he took his cash elsewhere.
Irish voters in the North West constituency for the European Union should bear this in mond when the enter the ballot box on 5 June.
Ganley has created a tiny handful of jobs in Ireland over the decades and all related to his running a business that is now off shore or a political party that claims to want greater transparency, accountability and democracy.

Rivada funded the early Libertas by employing Naoise Nunn and David Cochrane to work on creating the brand. It is ironic that a company supplying US Defence interests with communication interests and operating from an off shore location helped create a political movement that has the support of nationalists, far right groups and libertarians across Europe.

This is all too weird for words. Like much else in Ganleys history and something that he acknowledged to Jason O'Toole of the Hot Press , if it was in a novel it would be hard to believe. Sadly the Ganley story is all too real.

Ganley through his spokesperson refused to answer questions yet again.

Ganley moved his stake in Rivada to West Indies

FILINGS IN the Companies Registration Office (CRO) in Dublin show that Declan Ganley’s interest in his Tuam company, Rivada Networks, was transferred to a West Indies company in December 2005, a short time before the Tuam company became a subsidiary of a US company based in Colorado.

The Colorado company is involved in large telecommunications contracts in the US with a range of public organisations including the military. However, the profits arising from this business cannot be ascertained.

Mr Ganley, who is a candidate in the upcoming European elections, was asked by way of a spokesman for his party, Libertas, to provide comment on the filings but declined to do so. The auditors of his companies accounts, Michael Cuddy Co, Athlone, Co Westmeath, did not return a call.

Filings in the CRO for a company called Ganley Corporate Management Ltd show that Mr Ganley held the two issued shares in the company up until December 31st, 2005, when they were transferred to Golden Bay Holdings Ltd, with an address in Nevis, in the British West Indies.

In February 2006 a form B5 was lodged with the Revenue Commissioners Capital Taxes Division and forwarded to the Companies Registration Office, having been stamped by the Revenue capital duty section. This form stated the shares had been allotted to the Caribbean company.

Mr Ganley has in the past said that he used Ganley Corporate Management for the development of business projects.

The annual return for the year to May 16th, 2006, for Rivada Networks Ltd, which is based in Mr Ganley’s home in Tuam, Co Galway, show its 100 issued shares were owned by Ganley Corporate Management Ltd as of the end of that period. The company was incorporated on November 11th, 2005. On that basis, it appears the company was owned by Ganley Corporate Management, and through it by Mr Ganley, up to the end of 2005, when ownership was transferred to Golden Bay Holdings in Nevis.

The Rivada Networks accounts for the year to December 31st, 2006, say the company is the wholly-owned subsidiary of Rivada Networks LLC, of Aeroplaza Drive, Colorado.

It is not known when this company was incorporated and the date when the Irish company became its subsidiary is not given in the accounts.

The accounts also state that the directors of the Tuam company, Declan Ganley and James O’Reilly, had no interest in the shares of the parent company at the beginning or end of the 2006 year.

The various accounts filed by Rivada Networks, Tuam, indicate little by way of commercial activity by the company. Its accounts continued to state that neither Mr Ganley nor Mr O’Reilly had any interest in its US parent up to October of last year, when Mr Ganley was asked about the fact. He declined to comment, but a week later a new set of accounts for the 2007 year was filed in which it was stated that the two men did have an interest in the US parent. However, the accounts for earlier years have not been amended.

The new 2007 accounts state that the Rivada group was restructured during that year. On March 1st, Rivada Networks LLC became a wholly-owned subsidiary of Rivada Networks International LLC, of Delaware, as did Rivada Networks of Tuam. The accounts state that Mr Ganley had a 45.902 per cent shareholding in Rivada Networks LLC at the outset of 2007, and a 43.2071 per cent shareholding in Rivada Networks International at the end of the year.

Mr O’Reilly’s shareholdings went from 4.1966 per cent of the original parent at the outset of the year, to 4.1422 per cent in the new parent at the end of the year. It is not known who else has shares in Rivada other than Mr Ganley and Mr O’Reilly.

The statement that Mr Ganley had no interest in the parent company of Rivada Networks at the time when it was apparently owned by Golden Bay Holdings is in keeping with the filings for Ganley Corporate Management Ltd. The accounts for the year to the end of 2007 state he had no interest in the company’s parent and the annual return for the year to September 2008 shows Ganley Corporate Management is still owned by Golden Bay Holdings.

Jim Higgins has branded Declan Ganley a puppet of the US military. He goes further to say that Ganley's opposition to the Lisbon Treaty was informed solely by his close ties and business contracts with his American military paymasters.

Higgins who Ganley targeted recently, firstly by trying to scare him into silence Ganley threatened to sue the MEP. While Higgins failed to be impressed by Ganley's threats, Ganley , as usual, failed to proceed with his legal action. Ganley is becoming notorious for his threats to sue that are not backed up by legal actions. This has correctly been viewed by may in Ireland as intimidation tactics, as Ganley attempts to use his alledged wealth and therefore his ability to fund legal actions to silence critics.

Higgins in whose constituency Ganley is contesting the European elections in June has been a particular target of Ganley mistruths.

Ganley is branded a 'puppet of US military'

FINE Gael MEP Jim Higgins yesterday launched a furious attack on Libertas leader Declan Ganley -- branding him a "puppet of the US military".

Just one week after Mr Ganley launched his campaign to contest the European elections in the North-West constituency with a verbal attack on Mr Higgins, the veteran politician hit back.

Speaking at the party's selection convention in Sligo yesterday, he welcomed Mr Ganley's decision to enter the race but said he would have to reveal his true agenda.

"The truth is that the United States military are frightened stiff of a united and stronger European Union through the Lisbon Treaty.

"The truth is that Mr Ganley does not want a united Europe. Anything that would get in the way of his multi-million dollar contracts with the US military must be opposed. Hence his opposition to Lisbon. Hence his reason to contest these elections," he said.

He called on the Libertas founder to reveal why he has constantly refused to tell the Standards in Public Office Commission the nature and conditions of his personal loan to the Libertas Lisbon campaign and the involvement of his Rivada Networks staff. Last night Mr Ganley's spokesman John McGuirk hit back saying: "Mr Higgins' comments are not just lies, they are embarrassing lies from an MEP who has for four years done absolutely nothing to justify the salary paid to him by taxpayers.

"Jim can snipe at Declan's record in business, but only one candidate has a record of actually creating any jobs, and that's Declan Ganley."

Earlier, Mr Higgins added Mr Ganley would also have to explain why "two of the Eastern European politicians who signed his ratification for recognition as a political party have now withdrawn their signatures" and to come clean about the one million Swedish Krona (Correction: It was 10 mil SEK =1 mil euro Libertas Nein Danke) allegedly offered to the euro-sceptical political party Junilistan to add the name of Libertas to its title.

Mr Higgins claimed that its leader had responded by saying that it would be "extremely unethical" for the Swedish party to be funded by a millionaire from another country.

He said the public would also like to know why, after courting and supporting the ultra right wing Catholic LPR party in Poland, Mr Ganley has "suddenly bolted in the opposite direction" this week.

In Ireland Ganley also employs David Cochrane who owns Irelands biggest political bulletin board Politics.ie which has recently been widely discredited as a Libertas run front. Cochrane has been employed by Ganley since 2007 when he worked for the military supply company Rivada on the Libertas project.

Libertas was incorporated in October 2006. Seven people signed the document establishing the company, five of whom were Rivada employees. Libertas uses the same address and telephone number as Rivada, in Tuam.

During the referendum campaign Nunn, the then "executive director" of Libertas, told The Irish Times that he was an employee of Rivada since October 2006 and still was. He said Ganley would assign him to his duties and that his main activity was working for Libertas.

He also said the Libertas campaign director, David Cochrane, was an employee of Rivada who had started working for Rivada in 2007, and worked mainly on developing the Libertas website. Nunn said he received his instructions from Ganley. see here

Fifteenth Chairman of the Joint Chiefs of Staff

In his term as the fifteenth chairman of the Joint Chiefs of Staff, General Myers led the United States military through four years of tumultuous change on the international and domestic stage. From our engagement in Iraq and Afghanistan to the military’s heroic role following Hurricane Katrina, Myers was the principal military advisor to the president, the defense secretary, and the National Security Council in his role as Joint Chiefs chairman. In his presentation, Myers offers analysis on military, security, and preparedness matters at home and abroad. In 2007, Myers became one of three selected for the first CIA External Advisory Board, which is responsible for providing advice on management and related issues to the intelligence community.

A native of Kansas, Myers is a 1965 graduate of Kansas State University and received a master’s degree in business administration from Auburn University. Entering the Air Force following his graduation from Kansas State, Myers’s military education included the Air Command and Staff College at Maxwell Air Force Base, Alabama; the US Army War College at Carlisle Barracks, Pennsylvania; and the Program for Senior Executives in National and International Security at the John F. Kennedy School of Government at Harvard University.

Myers has served the US Air Force throughout the world in many capacities. He was a fighter pilot during the Vietnam War, and his career includes operational command and leadership positions in a variety of Air Force and joint assignments. General Myers is a command pilot with more than 4,100 flying hours.

In 1998, he became commander-in-chief, North American Aerospace Defense Command and US Space Command; commander, Air Force Space Command; and Department of Defense manager, space transportation system contingency support at Peterson Air Force Base, Colorado. In this role, General Myers was responsible for defending America through space and intercontinental ballistic missile operations.

As the vice chairman of the Joint Chiefs from March 2000 to September 2001, General Myers served as the chairman of the Joint Requirements Oversight Council, vice chairman of the Defense Acquisition Board, and as a member of the National Security Council Deputies Committee and the Nuclear Weapons Council. In addition, he acted for the chairman in all aspects of the planning, programming, and budgeting system, including participation in the Defense Resources Board.

General Myers is the author of the forthcoming book, Eyes on the Horizon, which focuses on the foreign policy challenges facing the United States.
